Tony V. Carnell, the General Manager of the Henry County Water Authority (HCWA), has been awarded the 2025 Individual Diversity & Inclusion Award by the American Water Works Association (AWWA). This award recognizes individuals who have made significant contributions to promoting diversity and inclusion within their organizations.
The AWWA Executive Committee praised Carnell for his commitment to diversity, equity, and inclusion through initiatives, educational programs, and community outreach. The resolution states that he "fosters an environment where all voices are heard and valued" and that his leadership "inspires positive change."
Carnell expressed his gratitude for the recognition, stating, “It’s an honor to be recognized nationally and among my peers within the water industry with this AWWA Individual Diversity & Inclusion Award.” He emphasized that diversity and inclusion at HCWA aim to provide equal opportunities while reflecting a culture of finding the best professionals to serve both industry and community.
Under Carnell's leadership, HCWA has implemented several initiatives aimed at promoting a diverse workforce. These include a Supplier Inclusion Program encouraging minority-owned vendors, a Leadership Academy for professional development of mid-career professionals, and an Internship Program targeting young people from various backgrounds.
Carnell began his career at HCWA in 1995 as an Engineering Technician. He became General Manager on January 1, 2022, marking him as the first African American chief executive in the Authority's history. His previous roles included Deputy Manager and Division Manager of Engineering.
Carnell is a Certified Professional Engineer in Georgia with degrees from Clayton State University and Southern Polytechnic State University.
He will receive his award during the AWWA Annual Conference & Expo in Denver this June.
